Theoretically yes it should be off on power if the timing belt is off by one or more teeth. The only catch to that would be is if the VVT I actuator has compensated for this by advancing the cam timing or retarding depending on the situation. I would agree that is more than likely scan electrical issue with the VVT sensor as opposed to a mechanical issue but I need to inform you of the possibilities of what's going on.
