Wipers not working, but hear relay click on Lincoln LS?

It can be issue with wiper motor. So inspect the wiper motor and confirm. If its not working, then replace it,but if its working then further troubleshooting is required.
Unfortunately your circuit is very complicated involving several relays and fuses as well as the FEM, which takes the input from the switch. Since you can hear relays clicking, you are probably hearing the run/park relay. That means your FEM and switch may be fine. The main wiper relay is supposed to be on whenever the car is running, so perhaps that is the one that is NOT on. Check fuses 20 in the box under the hood and 26 in the box inside the car. Note that there are 2 relay boxes under the hood. You want the one shaped like the pic below. If those fuses are good, pull out the main wiper relay, turn the key on, and then push the relay in listening closely to see if it clicks when you push it in. If it doesn't, try swapping it for another relay in the box.

This basic details will help.Thanks.

Wipers starts working when High beam lights are turned ON?

This problem is faced by many others too.
When the high beam headlight is power ON,the windshield wipers starts working/operating.
This is due to the wire short.
This problem is caused by a defective multifunction switch on the steering column, the contacts inside the switch are damaged and touching, this is the cause of the wipers coming on when you just turn on the high beams. To replace the switch you must remove the trim covers from the steering wheel. The switch is about $100.00 on line. You can buy the switch at your regular auto part store.Always buy branded parts of good quality, instead on cheaper/third grade non branded auto parts.
This will help.
