This problem is noticed on 2006 Toyota Avalon.First inspect check charging GPS in another car and see.if its charging,then GPS is not the issue.But if its not charging in Another car too.Then its GPS problem.

To test You should have a voltmeter or test light and a reasonable knowledge of how to use it?
There are three possible outlets that you could be plugged into. One of them is the cigarette lighter adapter and fuse. Check the fuse that is located inside the car, the one that said 15amp cig . Do you have any way to check for 12 V to that fuse? More than likely you're plugged into one of the power outlets. This as a separate 15 amp fuse and is identified as PWR outlet. This fuse is located in the fuse box under the driver side of the instrument panel. You're probably going to find that this fuse is blown.

If the fuse checked out ok.
The neck step will be to check for voltage is at the sockets themselves all three. Let's focus on the fuses first major you have 12 V across both fuses if you have no way to check for voltage just replace both fuses with known good fuses.
