The PTO switch is actullay the switch you pull on when you start the deck. The click you hear is actually the clutch engaging.If you hear a click, that means engine is turning fine.
The PTO switch is the switch you pull on for the blades, the switch have a retainer that can be release by taking a thin bladed screwdriver along the edge of the switch while gently pulling up on switch body. This unit is not very old and it is not common for this switch to go bad, please check that the switch is plugged in completely. Also check the battery if starts the unit it should be okay, next check the clutch and see if it has come unplugged.
