This problem is faced by many other users too.
In most of the cases its Vacuum related problem.The vacuum line and hoses needs to be inspected.
Here is some easy thing to do first locate this vacuum tank and make sure it's not cracked and the hose is attatched and have vacuum present with the engine running. next remove the a/c switch panel and make sure it have vacuum on one of the hoses, if not look under the hood and under the dash for a damaged hose and repair. and yes it could be a faulty acutator or even the a/c programmer with is expensive and difficult to troubleshoot.
