Emergency fuel shut switch on Ford car?

It all basically depends on Ford car year model.This emergency shut of switch is actually called Inertia switch.
That said, most Ford models have the Inertia Switch [which controls power to the fuel pump] behind the kick panel on the passenger side. The kick panel is the plastic panel just above the outer edge of the carpet, directly in front of the front inner edge of the passenger side, front door.

No simple diagram for changing the fuel pump. It is located inside the gas tank. The gas tank needs to be removed to change the pump. The pump is part of an assembly which consists of the pump, fuel gauge sender and pick up. You also need to change the fuel filter when you change the pump. It should take a professional mechanic about 3 hours to drain the fuel out of the tank, remove the tank, change the pump and fuel filter. Multiple the mechanic's time by whatever the repair shop charges per hour for labor. Complete original fuel pump assembly will cost Approx $600.There are many cheaper options for parts,like non branded parts from local auto parts store.But this non branded cheap parts don't last long and don,t give 100% results and indirectly you again face same problem in few days or weeks time and you need to replace the parts again.So getting/buying original part is advisable.

Gasoline around gas cap?

It can be loose gas cap or worn out gas cap.
To confirm whether or not this is from some drips at the gas pump, you can turn the car on and watch the cap. You may be able to observe it pushing out air. In this case you should replace the cap and/or clean any rust and dirt from the filler neck so it can seal properly.
