On your Dodge Charger SRT8 the idle speed is not adjustable, there isn't even a throttle cable, the throttle blade is opened by a special type of electric "stepper" motor that is controlled by the Powertrain Control Module (PCM). You will have to get the PCM and stepper motor inspected.
