In this case When the AC is turned ON it will only blow from the floor or the defroster and not the vents.

On basis of this description,the troubleshooting details are as follows:---
This is a common problem on the Trailblazer. This is due to failure of the mode actuator. To fix the problem, the mode actuator will need to be replaced. It is located on the left side of the heater case and can be accessed from under the drivers side of the dash.
